Floyd County Commissioners have approved the use of special-purpose, local option sales tax funds as a local match for a state grant to pave a portion of Turner Road with a rubberized asphalt compound.
The process turns scrap tires into an innovative dry-mix additive that can be integrated into standard asphalt.
The bid was awarded to Blount Construction Company in the amount of $407,310.
“In addition to the 2023 SPLOST funds, there is an EPD tire grant in the amount of $182,150 for this project,” said Floyd County Manager Jamie McCord. “The vendor submitted a responsive and responsible bid and was the lowest price submitted. I will add that Blount Construction is a local, Floyd County Company.”
This will be the third project funded by the Georgia Environmental Protection Division Solid Waste Trust Fund Tire Products Grant Program.
The Terhune Road project was a half-mile pilot that enabled the county to test the rubber-modified asphalt, and the Rush Chapel Road project was supported by SPLOST funds and included traffic safety improvements.
Floyd County was recently recognized with a 2026 Georgia County Excellence Award for its Rubber-Modified Asphalt Initiative.
